A Search for the exact error message would reveal that others have seen in before. Is the job is a runnable state?
"Records rejected" is an entirely different question and, as phrased, too vague to answer. There are squillions of reasons why records might be rejected, not least among them constraint expressions in your actual job design and the stage type doing the rejecting. In any case, until you can get the job to run, records being rejected as a question is moot.
