Microsoft has recently re-vamped the MSDN download site from which you can get the compiler - the only option available there is the .NET 2008 Express Edition compiler, which is not yet supported for Information Server.
To get the .NET 2005 Express Edition compiler go to Visual Studio Express Editions web site. You will also need to get the Windows Platform SDK (there's a link from this page), to allow 32-bit applications like DataStage to work with the compiler.
