We installed datastage using 'dsadm' account on Linux, so 'dsadm' is the default administrator. Is there a way to create another administrator or possibbly assign another user with administrator rights (for adding/deleting projects) ?

The answer to your question is NO.

Superuser (root) is always an Administrator for DataStage.
