User who is not admin on ETL server tried to add schedule and got this error:
Error adding to schedule: Access is denied
(Comman was AT 12:00 vmdsr_sched.exe
C:\DATASTAGE\XXX_DEV ExecDQA 0/50/1/0 1)

This user have access (read and write) to his project: XXX_DEV

Any idea why?

Pretty sure it's not about access to the Project but to the scheduler - in this case the Windows 'AT' command. I'm more familiar with the UNIX cron scheduler so can only suggest you search the forum... I know the issue has been posted here before.

The Administrator client offers the ability to specify a user ID under which scheduled jobs will be run, and to test that user can schedule jobs, when the server platform is Windows.
