That is correct. You can use the NullToEmpty or NullToZero. Or you can use NVL in Oracle itself.

Will all the cols be populated at all time?

Both run in the DBMS and hence there is no performance difference. The User Defined SQL can be enhanced by the developer to perform better.

What do you mean by decimal?

If you want to check whether it is numeric or 'non alphabetic', use OConv.

You can use Num() for other situations.

You can use DSGetJobInfo from routines. So I wonder why to go for any Utility to call the same.

It appears to raise the problem when writing into an hash file. Check the link/stage LKP_hash_serial_mig_event_class.
