I believe that the right place to introduce "correct" practices for this site is a Terms and Conditions screen, much like one gets on banking, airline, insurance, etc., sites.
People signing up (that is, joining) would have to check a box indicating that they agree to the terms and conditions. These might include:
  • posting in the correct forum

    providing a profile

    understanding that responses are voluntary (there is no "urgent" here)

    "shouting" (posting in all upper case) is offensive

    posting solutions when found

    avoiding language constructs that make life difficult for those whose first language is not English - particularly SMS-style shortcuts (u no hu u r)
When the terms and conditions change, login might be intercepted (a pop-up?) to advise that such is the case, and requiring renewed acknowledgment.
