Information Server provides an option called DataStage SOA Edition (or RTI) in release 7.x.y, and in version 8 it is known as the Information Services Director. It allows you to publish wholesale DS jobs as Services, or to have the job "logic" be published as a service, where the inputs and outputs are the clients of those services. It provides load balancing, ensured service delivery and a host of other performance options, in addition to alternate bindings for SOA, where Web Services may not be the only desired protocol for invocation.

In DS designer pallette,i have seen RTI input & RTI Output.
Could you please guide me how to design Datastage job which we can publish as service.
Well, if you have those two stages then you have RTI. No-one is going to be able to explain everything about RTI in a post here, you'd really need to attend a class. That or bring in an experienced consultant to get you started.

I don't have the url handy from where I'm working, but it's all up on the ibm site also.... if memory serves, fire up the help that takes you to the doc on the website...poke around and you'll find the update parts on Information Services Director....I don't think the doc made it first time around to the media (it's been available for a year, so it may depend on when you installed).
