The number of nodes you define in the configuration file determines how many instances of a process will be produced when you compile a parallel job.
Do I really need to recompile my jobs after switching $APT_CONFIG_FILE to another configuration?

No you don't need to recompile the jobs.

It's just a badly worded description of the environment variable.

See page 2-6 of the Parallel Job Developers Guide for a better explanation including
When you modify your system by adding or removing processing nodes, you do not need to alter or even recompile your DataStage job. Just edit the configuration file.
