Error with IMAM

I'm getting the error message "No registered server was found in the registered-server.xml file" I've gone through the various documents from IBM, and I have had the administrator for the Windows Server 2008 make the file writeable the by my account. That doesn't resolve the issue. I was able to use IMAM successfully a few months ago with no issue. Since then the r-server.xml file changed to write-protected. I don't know why. Our administrator is not super up-to-speed with Infosphere yet, so he can't offer much help. Thanks.
