Not Finding IA Project

Our configuration is one services tier machine (call it S1) and two engine tier machines (call them E1 and E2). Information Services Director is installed on both, Information Analyzer is installed only on E2.

When we open Information Server Console, there is only the possibility to create ISD projects. It seems it's only looking at E1.

Has anyone encountered this before? Do you think it's a bug?

Forgive me if I'm stating the obvious:

Are you sure IA is installed on E2?
ie: Is IA listed under Products in Version.xml, and IA and ISD both show on the splash screen when you start up ISC?
