Well, if it's a well-formed web service with WSDL available to describe its interfaces, then you should be able to use the Web Services Client stage or, perhaps, the Web Services Transformer stage to invoke their web service.
I'd recommend that you try it out with a simple web client, such as SOAPui, before launching into the DataStage piece. You'll also need to import the WSDL so that its structures can be used in the stages mentioned.
