I want to know how To create RTI Services using RTI Consoles?

The RTI Console is used to deploy RTI Services. You create them in the Designer just like any other job.

Which part of the manual don't you understand? You use the console to publish DataStage jobs as web services. You can publish a multi-instance job, you can specify "always-running" versus "wake on demand" (my terms) as the strategy.
The IBM class DX506 RTI - Web Services explains in more detail.
