Use of "Reply with quote" button !

I feel "Reply with quote" button is over used by some of our forum members unnecessarily. I suggest, one should click this button, if you want to point out some text from the previous replies/posts.
My suggestion here is to place the "Reply to topic" button near to the "Reply with quote" button so that lot of our members would realise the difference between these two. Just a thought!
