Easily done in a Sequence job. Use the Execute Command stage to do a 'normal' zip (if you have it) or 'compress' to your static name and then specify that filename in a Notification Activity stage as the attachment.

Interesting that you actually got that 'zero date' out of Oracle. It should either be a legitimate date or null, I would think. Search the forums for uvfixfile or fixtool either of which can be used to check / attempt correction of corrupted hashed files like this. Your admin should know of them, I would think. Worst case, restore it from backup.
