Or perhaps via a Sequence job, it could do the check and then decide whether to run the FTP job or not. Really depends on where/when you can check.

That .bat extension means it is a Windows 'batch' file, akin to a script in UNIX, which means the command line would be on your client PC. And yes, the output should be perfectly suitable for VC with the possible exception if it includes a dump of the executable. Not sure and I've got no way to test...

Yes, of course... it could. And 20MB seems small to me for your volume, I would try bumping it up significantly if you can.

Ask for it from whomever supplied you with the XML, meaning whomever created it. They should also have an xsd (the metadata) for it.

Hmmm... while that works in the Sequential File stage, you may just need to leave it blank in the FTP stage.
