The leading zeroes are an artifact of the data viewer. They are not really there when a decimal data type is stored. Ignore them - they are included to prove that the precision and scale are being addressed correctly.

Nothing changes or needs to be. The ODBC driver you are using does not include support for version 7 of Oracle. End of story. You need to find an ODBC driver that does, if you want to connect to Oracle version 7.

Yes it could, but you could simply create a second output from the Transformer stage that runs through an Aggregator stage (with no grouping columns) to produce the count.

Contact your support provider. There were some issues in version 7.5, on Windows XP, for which a patch was provided. The version 8.0 client is a re-write, but some of the same issues may have crept in. Are you on version 8.0 or 8.0.1? In fact, can you advise your exact version number?

How many processing nodes? For example with 8 nodes that is still only one million rows per node. DataStage parallel jobs are capable of some real "heavy lifting" when properly configured.
