we also got to check with IBM on this and for our version, 11.5, they said that we can use all the entitled PVU on the engine tier and allocate service tier as per our requirement.

Hence, it does seem that post 11.3 , IBM changed the strategy as suggested by qt.

If you have not already tried, try with putting the sql in a file and reading from it.

The issue you mentioned seems like a bug. You may check with IBM on this
