Assuming that you have installed the infosphere clients in C:\IBM\InformationServer\ folder on your client machines, open MS DOS elevated window and change directory to C:\IBM\InformationServer\Updates\bin and then execute the below command and let us know its output. installUpdates.exe -version

Where ever you have downloaded the product media, try to explore the below folders.This folder contains the pre-requisites for xmeta stuff.

I think you must grant the mentioned privileges to xmeta user to avoid any issues.

Make sure that the xmeta owner(default name : xmeta) must have the below privileges across your metadata repository.

CREATE SESSION,CONNECT,RESOURCE
CREATE TABLE
CREATE VIEW
CREATE ANY INDEX
CREATE TRIGGER
CREATE PROCEDURE
ADMINISTER DATABASE TRIGGER

Important Note:

Windows 7 in infosphere server 8.1 version is supported on the client tier only and not on the domain/engine tier(s).

Are you trying to apply fix pack on domain/engine tier?

Agreed with Ray.

Yes it is possible to include the needed files(shell scripts, sql scripts etc...) in the package irrespective of their location.No dependency on project folder.This feature is available in IIS 8.5 & 8.7 only.

I worked in 7.x version long back, as far as I can re-call, you should use the below command on your Windows client machine.

dscmdexport.exe

You need to figure out the syntax yourself as I have forgotten t now.
